My wacom cintiq 22HD tablet only starts working after I unplug and replug the USB connection,or reset the USB device via the commandline.

If I start up my computer, the Wacom device is recognised in KDE as an Input device in system settings. It also shows up if I type lsusb, and xsetwacom lists the device. The hardware also seems to work, the blue LED lights up when I get near the tablet with the pen. However noithing happens on the display.

If I then unplug and replug tablet´s USB connector, everything starts to work as it is supposed to be. Same is true if I reset the USB device from the commandline.

What can cause this behaviour?

I'm running kubuntu 18.10 on an Intel/NVIDIA machine.
