I have Ubuntu Desktop 18.04.2 LTS and I have this "problem":
Sometime I need to turn OFF Wifi and Bluetooth. When adapters are turned OFF and I restart the computer, adapters automatically turn ON. Is it possible that adapters remember previous status and not automatically turn ON or OFF?
Thank you.

Issue commands: 1.sudo rfkill block wifi
and 2.sudo rfkill block bluetooth
. This will solve your problem. If you want to turn on, issue the command:sudo rfkill unblock all
. Or individuallysudo rfkill unblock wifi
andsudo rfkill unblock bluetooth
. Another way for bluetooth issudo systemctl disable bluetooth.service
to disable completely andsudo systemctl enable bluetooth.service
to enable again.
