IPv6 is working fine. I can load my GMail account using chrome or firefox because -- I'm guessing -- the name resolves to an IPv6 address.

 ping -c1 gmail.com
PING gmail.com(sea15s12-in-x05.1e100.net (2607:f8b0:400a:809::2005)) 56 data
bytes

But, for example, askubuntu.com which resolves to IPv4 will not load in the browsers -- or using wget.

 ping askubuntu.com
PING askubuntu.com (151.101.1.69) 56(84) bytes of data.

With wget:

wget askubuntu.com
--2019-09-28 07:54:10-- http://askubuntu.com/
Resolving askubuntu.com (askubuntu.com)... 151.101.1.69, 151.101.65.69,
151.101.129.69, ...
Connecting to askubuntu.com (askubuntu.com)|151.101.1.69|:80... connected.
HTTP request sent, awaiting response...

In attempting to fix this issue I have reduced my resolv.conf to eliminate any IPv6 DNS addresses, and to address a number of different DNS servers.Changing the order of these addresses has no effect.

nameserver 8.8.8.8
nameserver 1.1.1.1
nameserver 1.0.0.1
nameserver 8.8.4.4

The routing table looks okay:

default via 10.0.0.1 dev enp8s0 proto dhcp src 10.0.0.130 metric 100
10.0.0.0/24 dev enp8s0 proto kernel scope link src 10.0.0.130
10.0.0.1 dev enp8s0 proto dhcp scope link src 10.0.0.130 metric 100

It is the same table as my working machines are showing. (Different device, of course)
