Please provide full details of your messages. What architecture are you using? (packages.ubuntu.com/… as 3.28.3-0ubuntu18.04.4 is the latest libgdm1 for x86_64). Can you login via text terminal? I would also check your sources for something strange, if that's not the issue I'd then check your mirror is up-to-date (or close; ie. launchpad.net/ubuntu/+archivemirrors)

Your primary sources are in /etc/apt/sources.list so just viewing that file (or any file you've added in the /etc/apt/sources.list.d/ directory), though I'd probablyapt-cache policy libgdm1
to view what package you have installed (if any) and what sources (and versions in aforementioned files) can provide the package for you. If your sources are all official Ubuntu (not 3rd party, or non-Ubuntu) I'd then check your mirror (theapt-cache
command should show this) in the mirrors list to ensure you're using an up-to-date mirror (and not a last-update-unknown mirror; if so change it!)

Sorry for late reply. Actually is very hard to use just command line, can't even copy and paste here what I sse in sources.list.d... But I had some issue last week after upgrade to 18.04, and I fixed exactly that file with someone help here in askubuntu. Check this question: askubuntu.com/questions/1132362/… @Emmet user helped me via chat, and all seem corrected as he said. I mean sources.list.d was fixed to match new bionic version.
