Technically there's no need for any rounding in this case. You can leave it as "spend up to 2.5 dice", since the only numbers of dice less than or equal to 2.5 are 1 and 2. In this case the rounding rule gives you the same answer, so you could argue it's splitting semantic hairs, but even if the rounding rule said to round up, I would say this rule still limits a 5th level druid to 2 dice at a time.

You currently have a pool of 5 d6s that you can use to heal people. Once you use all 5 you will need to take a long rest to use them again.
However, as a bonus action, you can only use a maximum of 2 of these dice. But that will still leave you with at least 3 to use before you need to take a long rest.
