My default video player for Ubuntu 18.04 has no seek bar/scrubber/progress bar at all. None of the preferences seem to have the ability to enable one.
Also, my totem video player is missing the file open options as well.
How do I enable them?

Have you checked out the help docs for Totem? If the default video player does not have the features you need, you may also want to consider installing a different player like VLC, which is included in the Ubuntu repositories and available in the GUI software center andapt

you might want to try to reinstall the package withsudo apt update
followed bysudo apt-get --reinstall install totem
. Another more exhaustive reinstall path would be to performsudo apt update
thensudo apt purge totem
thesudo apt install totem
. Both of these options may reset config files but the purge option will explicitly delete all configuration files in case your currently installed version is borked
