I have a fresh 19.04 installation on a laptop that used to live in peace with both 16.04 and 18.04 (ASUS ROG laptop). Ever since I installed 19.04, when ever I boot my laptop, it gets stuck on what i believe is the GRUB loading screen. it remains this way until I physically fold my laptop screen back and reopen it. Internet search led me to suspect my NVIDIA GPU, I am using a proprietary NVIDIA driver that came along with the Ubuntu installation by default. I have tried switching to insecure boot but it did not show any effect. aside from that reproducible behavior, folding my screen down when the laptop is working or connectingdisconnecting an additional monitor when the screen is folded can lead to weird outcomes such as a completely black screen or a shut down.

here's an example stuck screen, note that it doesn't always get stuck at the exact same position:
