Systemd is not init system in windows. But in what manner you need a secondary init system, your operating system is up and running?
I'm running minikube inside WSL. But to start minikube, I need to start few systemd process which is not working.

WSL is like linux single user mode. So no init system. If you need init system and systemd, virtualize linux via vmware or virtualbox to your windows system.
