I'm running gparted on a live USB, there isn't a key next to the root partition. Yet I when I click resize, the menu that pops up doesn't allow me to change the size.
Here is a screenshot of gparted:

Is your "root" partition a logical one sitting inside an extended partition? Upload a screenshot of gparted in imagur.com and then add the link into your question above.

You cannot use gparted on LVM, which is volumes, not partitions. Use LVM tools to resize. wiki.ubuntu.com/Lvm & For mounting encrypted see first few lines: askubuntu.com/questions/262211/…
