Hello I want to install Akira that is a software for UI Design in linux.
this software require a dependency that ismeson and this dependency should version 0.48.2 or higher but I can not find this version for Ubuntu 18.4 in main repository or PPA ?

There are detailed descriptions on how to build from source on their github page. As far as installing dependencies, the majority of them can probably be installed through apt or the software center. Also note the disclaimer: "AKIRA IS CURRENTLY IN EARLY DEVELOPMENT, NOT READY TO BE USED!"

  • the main problem is how i can install some dependency that not exits in in apt like meson (is not latest version)

  • With software that is not included in repositories of common distros like Ubuntu, generally the software developer provides information how to install software they develop. So just like with Akira, you could look at the github page for meson for instructions to install. It looks like the dev team behind meson also provides a tutorial on "getting meson" on their website.
